It's the year 2025 and the city of Redwick has been hit with a mutant strain of smallpox. The city has been divided into three 'divisons'. Division 9 has been walled off around the entire section with a 8 story wall. There is a gate where an armed guard waits with a hazmat suit. Humans inside are heavily infected and no one gets in and no one gets out--however, canines have become immune to this strand of smallpox and wander around the city without any vices.
Division 9 is basically the free area and the healthy live and thrive here. Most have moved here those that are not infected. Division 1 is the military base where they have set up triage and medical facilities to aide those. Some of the people have chosen to flee Redwick once the news about the mutant strain had gotten lose and became airborne. But there were so many leaving that some people died waiting. Others have gotten sick with water contamination and now several 'wild' infected people live the nearby woods surrounding the main highway leading out of the city.
Those speculate that the mutant strain was developed on purpose and released as sort of a experiment to see how the containment would go if a mass disease escaped--others rule that it was developed for the military as a major weapon against enemies. No one knows for sure. No one is allowed to leave or enter the city at all. Canines have the run of the city now and they are the rulers (although there are still SOME humans around).
